Free new connections and disconnections assistance
Under the Scottish Procurement Framework, you’ll receive our Connections Assistance Service, free of charge. To request a new connection, simply contact your Case Owner or Account Manager with the details, and we’ll take care of the rest.
Need a disconnection? Just let your Case Owner or Account Manager know and we’ll organise that for you, including your application and meter removal requests to Scottish Water.
Advice on capacity for new build sites - new connections team
We’ve been providing new connections services to Public Sector Customers in Scotland since the market opened. It's a complex area and requires specialist knowledge and expertise. Under the framework, you’ll have access to dedicated new connections specialists, who in turn can draw on our pre-approved supply chain for more specialist advice and support.
For any new development, Scottish Water requires the developer to submit a Pre-Development Enquiry (PDE) to allow them to carry out an initial high-level assessment. This determines if the local treatment works and pipe networks can facilitate the new development adequately, without presenting an unacceptable level of risk.
We provide PDE forms on our website or a link to the Scottish Water Portal where you can make the PDE application online. There’s a guidance document to accompany these forms.

Advice on capacity for new build sites - technical services team
We also offer a service where one of our experienced Project Managers or Designers will take on the full completion of the relevant forms, including calculations of flows and a site visit if required. This will ensure the form is completed to the highest standard and gives Scottish Water the best possible information on which to base their initial assessment.
Our water experts can also provide advice at the design stage on water efficiency measures for new builds and commercial developments. We can address building water efficiency measures which when addressed upfront is less costly and complicated than retrofitting and can help ensure that developments are future proof. We can also install and commission these systems post build if required.

Connections assistance (technical design work)
We can provide a full network design service, including technical drawings and schematics. We’ll offer advice on correct meter sizes and ensure plans are compliant with current byelaws. We will also work with you to complete required forms.

Pipe layout and supply pipe run design
We can provide all physical works associated with the laying of pipes in the ground – from design through to final connection. This end-to-end service has been adopted by a number of our customers to safeguard their infrastructure and ensure the integrity of their supply.
This is a chargeable service that includes WIRS approved technical design and review of pipeline infrastructure plans. Please speak to your Account Manager or contact our dedicated public sector new connections specialists for more information.
Water and drainage impact assessments (WIA & DIA)
For new developments with requirements for a large flow of water, Scottish Water may request that a WIA or DIA be completed. This uses a computer model to predict pressures and flow rates in the network. It’s used to assess the ability of the public water network to provide the required flow rates and consider the impact this may have on the existing network.
The results and recommendations from the assessment are compiled in a clear, concise report. This report is then used by the Developer and Scottish Water to agree on any capital work requirements prior to the development receiving a connection to the network.
If the development is in an area that doesn’t have an existing Scottish Water model, we can carry out all works required to construct and calibrate a new model.
